FY2001 (Phase Two) Evaluation

The measurement team expanded upon the FY2000 evaluation during the FY2001 reporting year by developing a more inclusive and rigorous approach to measure the impacts of programs and services supporting alternative mode activity throughout the region. Primary areas of evaluation expansion are as follows:

  1. Assessing travel and emission impacts for commuters participating in compressed work week and telework programs;
  2. Incorporating new data sources for a more comprehensive assessment of impacts, including vendor/operator reports (MARTA Partnership Program, Cobb County Transit (CCT), Douglas County Rideshare, Metro Vanpool, and Georgia Building Authority) and federal employer self-reports (USEPA Clean Air Initiative Program);
  3. Expanding measures to evaluate performance, including "precursor" activities facilitating alternative mode use (see Performance Measure Continuum below); and
  4. Increasing the validity of the travel and emission impacts reported by calculating the number of commuters placed in alternative modes and the number of vehicle trips reduced for commuter placements.

Performance Measure Continuum

The Performance Measure Continuum represents the range of impacts achieved by the Atlanta TDM Framework. This continuum includes performance measures that cover a progression of desired behavioral changes commuters typically make before adopting commute alternatives. At the far end of the continuum are the travel/emission impacts, the ultimate desired outcome of the Atlanta TDM Framework. Preceding these impacts (and at the beginning of the continuum) are other "precursor" behavioral changes commuters typically make before adopting commute alternatives (e.g., becoming aware of the problem and solution, participating in a transportation fair).

The performance measure continuum is structured to reflect the relationships of the various programs and services supporting the Atlanta TDM Framework and how each contributes to the ultimate goal of generating travel and emission impacts. The key FY2001 activities of the Atlanta TDM Framework within the context of the newly developed continuum can be found in the Resource Library section of this website. The document is titled FY2001 GDOT Final Report (see Chapter 3, Section 3). Presented below are some of the key findings from the final two steps of the continuum, utilization and travel and emission impacts.


Utilization

The impacts presented below include only those programs and services (i.e. data sources) the measurement team could accurately and cost-effectively measure for FY2001, and thus, are a conservative estimate of alternative mode activity in the metro Atlanta region.

Travel and Emission Impacts

The NOx and VOC emission reductions for the Atlanta TDM Framework and supporting programs and services are presented below. The emission reductions are based on the data sources and resultant utilization impacts described above, and thus, are a conservative estimate of the emission reductions achieved.

The FY2001 evaluation (travel and emission reductions) cannot be directly compared to the FY2000 evaluation. The FY2001 evaluation's enhanced measurement methodology includes additional data sources and refined standard factors and calculation methodologies.
